Chairman

Mrs. Jacqueline Hinkson has served as the current Chairman of the Police (Civilian Oversight) Authority since March 1, 2020, becoming the first woman to hold the position in the entity.

A member of the Authority since November 3, 2016, Mrs. Hinkson retired as Chief Personnel Officer in the Office of the Services Commission after serving almost four decades in the Public Service. She is also quite knowledgeable on matters of the Jamaica Constabulary Force (JCF), having served as Secretary of the Police Service Commission in the 1990s.

Mrs. Hinkson has served as a former Executive Committee Member of the Kingston & St Andrew Branch of the Jamaica Red Cross and served for numerous years on the Central Committee of that Organization. She was also the former Chair of the HR Committee and a member of the Workplace Philanthropy.

A Justice of the Peace since 2009, Mrs. Hinkson has served as a Director on the Executive of the Lay Magistrates Association of Jamaica, Kingston Chapter.

Mrs. Hinkson holds a Certificate in Teacher Training, from the Mico Teachers’ College;

BSc in Management Studies (Hons) and a Certificate in Public Administration from the University of the West Indies; a Diploma in Public Sector Management from the Management Institute for National Development (MIND); and, a Certificate in Human Resource Management from the Pittsburgh University, USA.

A member of the Webster Memorial United Church for several years, Mrs. Hinkson has served as Elder and currently serves on various committees.

Mrs. Hickson was first appointed as a member of the Police (Civilian Oversight) Authority on October 18, 2016.
